Will School Choice Close the Test Score Gap?

In the book Generational Change: Closing the Test Score Gap, editor Paul E. Patterson and nine other authors

* examine the U.S. Supreme Court’s landmark decision, Grutter Bollinger v. University of Michigan Law School (2003),

* surmise, based on that decision, that “America's schools need to provide an equal level of quality education for all students regardless of race, ethnicity, or family background,”

* draw on facts, research, statistics and theories to identify ways in which all students can raise educational performance and reduce the racial achievement gap;

* say that the current American public school structure is outdated, and

* conclude that increased school choice and competition can improve schools and help the whole American public education system.
 
   Breaking down the barriers of cultural, racial and income differences are essential in education reform, and can be carried out by leveling the playing field for students of all backgrounds in all preschool and elementary schools. According to The Heartland Institute, the book provides detailed data supporting the argument of school choice, as well as “unique perspectives on how to improve minority students’ performance in America’s schools.”
